One detail that matters: a CSV is rarely innocent. It's usually customers, emails, phone numbers, payroll, sales. Uploading that file to an online converter just to fix the delimiter means leaving all of that data on someone else's server; if it's personal data, it's also a processing operation you'd need to be able to justify to whoever entrusted it to you. Here there is nothing to justify: the file never leaves your computer.

The JSON is generated as an array of objects when there is a header row, or as an array of arrays otherwise.
